West Virginia
Gets Poor Ranking In Latest Study
The American Legislative Exchange Council has issued a new study, called “Rich States, Poor States,” that places West Virginia low regarding its legal system and tax structure. The study ranks the Mountain State 40 out of 50. The state’s poor ranking is due to its corporate income tax being among the highest in the country, its state personal income tax rate (6.5 percent) not being competitive with regional rates and its 49th ranking in terms of taxes beyond property axes, sales taxes and income taxes. As far as other negative factors, the study ranks West Virginia ’s judicial climate as being 50th out of 50 states and notes that West Virginia also is not a Right to Work state.


National Rankings Put W.Va. 50th For Legal Climate
1) A recent issue of Directorship magazine has an article that highlights the negative aspects of West Virginia ’s legal and judicial climate.  The magazine includes a 12-page guide prepared by the American Justice Partnership that profiles “the political, legislative and judicial dynamics that create the current and future liability risks in each state.” W.Va. ranks 50th.
 
2) The 2007 State Liability Systems Ranking Study shows West Virginia is last (50th) in the nation. The survey was conducted for the U.S. Chamber Institute for Legal Reform. (Click to read)
